Heat the oil in a skillet over medium heat and sauté onion, garlic, and peppers until onion is translucent. |

Add the water, tomatoes, mushrooms, tempeh, parsley, basil, oregano, thyme, bay leaf, salt, and pepper and simmer for 20 minutes. |
