Sprinkle salt, pepper, and garlic powder evenly over entire roast, then place roast in a 6-quart slow cooker. Place carrots, onion, sweet potatoes, and baking potatoes around roast. |

In a medium bowl, combine the remaining ingredients; mix well, then pour over roast. |
