Combine the egg whites and cream of tartar in the bowl of a standing mixer. Beat on high speed until the eggs form soft peaks. Set aside. |

Combine the sugar, corn syrup, and water in a medium saucepan and bring to a boil over high heat but do not stir. Heat until the mixture registers 240°F (116°C) on a candy thermometer. Remove from the heat. |

With the mixer on low, slowly pour the sugar syrup into the egg whites. Turn the speed to high and beat until the mixture resembles marshmallow creme, about 5 minutes. Add the vanilla extract and beat for 1 minute. |
