Heat the oil in a large saucepan over medium heat and sauté the onion, garlic, and jalapeño pepper until the onion is translucent. |

Add water, tomato, orange pepper, navy beans, basil, rice, ginger, salt, pepper, and cayenne and simmer for 15 – 20 minutes. |
