Place steam rack into Instant Pot. Place corned beef on steam rack. Add 2 cups water and sprinkle corned beef with the spices. Pressure cook on high for 90 minutes, allowing pressure to release naturally. |

Remove lid once pressure has released. Add cabbage and potatoes to the pot and pressure cook on high for an additional 5 minutes. Let pressure release naturally. |
